From Planning to Permit


Service First Permits successfully guided Upward Projects Restaurant Group‘s newest Postino WineCafe location through Westminster’s complete permitting process at Orchard Town Center. This was our first ground-up project with Upward Projects – from Development Plan through Building Permit issuance!

Originally submitted in Q3 2022, we secured Development Plan approval in early 2023, navigating Westminster’s comprehensive review process including City Planning, Site Civil, and Building departments. However, the project underwent a significant redesign after initial approval, requiring us to submit a Development Plan Amendment and restart portions of the approval process.

We resubmitted the amended Development Plan in early 2024 and successfully obtained the Building Permit by Q4 2024, demonstrating our ability to adapt to major project changes while maintaining momentum.

This project presented unique challenges compared to typical Postino locations, as we managed the entire permitting lifecycle from initial city planning approvals through civil permitting and final building permit issuance. Through strategic coordination with Westminster’s multiple review departments and proactive management of the redesign process, facilitating all submittals, and applications, we delivered comprehensive ground-up permitting that positioned Postino Westminster for construction success at Orchard Town Center.
