Denver’s Sustainable Education Center
Service First Permits is thrilled to have contributed to the Bluff Lake Nature Center (BLNC) Campus Improvements Project at 11255 E MLK Jr. Blvd in Denver. This remarkable $8.75 million ground-up construction transformed 123 acres of urban wildlife refuge with a new 5,300-square-foot net-zero education center, parking facilities, accessible trails, and complete utility infrastructure – all on previously off-grid land!
We donated a significant portion of permitting services to support this vital community resource, managing everything from Concept submittal and Site Development Plan (SDP) review through Building permit issuance. This included complex civil agency reviews for stormwater management, EV Parking configuration requirements, ROW improvements, and utility easement compliance. The project required meticulous coordination across multiple jurisdictions and specialized reviews including SDP, TEP, SSPR, and PNEE approvals.
Working alongside an exceptional team – Bluff Lake Nature Center, Howell Construction, Superbloom Landscape Architecture, Shape Architecture, Cumming Group, and our partners at the City of Denver’s Community Planning & Development (CPD) and Department of Transportation and Infrastructure (DOTI) – we navigated the permit complexities of installing utilities, parking lots, lighting, accessible ramps, landscaping, and vertical construction of the new educational and office facility. Throughout the process, we ensured the protection of the sensitive natural habitat that makes this location so special.
The result is a sustainable facility that serves over 100,000 annual visitors while preserving Denver’s largest open space managed as native habitat!
Since BLNC’s Grand Opening on February 14th, 2026, which drew approximately 1,000 community members, Bluff Lake’s new campus has opened year-round programming possibilities and expanded access to nature for thousands of Denver families.
This project is a perfect example of how strategic permit management can transform ambitious sustainability goals into reality…creating spaces where education, conservation, and community converge. We’re honored to have played a part in building a greener, more accessible future for Northeast Denver.
